You don't need to be supervised to get a tow but you can't be independent if the tow pilot is part of a club operation and the L2 Instructor says so. I am presuming the "why" was rhetorical. I haven't flown for two years as the club which I joined 12 years ago when it was insolvent and in debt with no where to go is inhabited by a couple of particularly nasty souls. Those of us who rebuilt the mess have left - some fly some don't.
