Additional to the pilot oriented aspects already noted by others, the environmental factors also include: - the disjointed nature of thermal convection at low level (Jorg Hacker speculates that 1200' AGL is where thermal gusts get it together as a single core)
- terrain variation is more obvious as obscuring 'horizon'
- where pilot experience is based on launches to greater heights than this, low air time in this environment kicks in.
