In a parallel universe which I inhabit
(the construction industry)
similarly the safety regulation is at the front end, with no one
checking the actual:
- a notice to termites about the resistance system built-in - but i
doubt they can read nor will visit the meter box where it is mandated
the sign is placed
- lighting is calculated at <5w/m2 burt no one checks the 50W
luminaries installed on occupation to replace the 6W usede during the
build
and so on
(Sorry, I've been in the fireground for 3 days, with the rain now i
needed a bit of light relief :-)

I'm a fan of "train like you will fly, fly like you trained." In 2015
the answer to a GPS failure is another GPS. If the entire satellite
constellation fails, the human race has got other problems and your
little navigation problem pales into insignificance.
Yes, Chris, it is a requirement to put a new glider on the register.
It still is a stupid requirement in 2015. Like many rules in aviation,
it isn't there for your or my benefit. It is there to provide arse
cover for the people making the rules so they can continue to collect
their pay.
At very least the rule should be a magnetic compass is required unless
the glider has two GPS units and batteries or at least one GPS has
internal battery backup.
