Now that we've got a wording, how do we incorporate the `REG_MINIMAL`
flag?

For the sake of public record, I was not fully aware of macOS ERE behavior
when I proposed my initial wording. I took inspiration from perlre's
"best/worst" match concept. I proposed the wording because I worried a
single implementation whose document explicitly acknowledged some POSIX
requirements were violated would be a little unclear/ambiguous/inconsistent
to be accepted into the standard.
