I interpreted that paragraph to mean that Alan did use Notes and Changes, but he could not upload the file so we could see his changes and notes -- so he chose to send an email rather than let it sit around for a few days. I think that was a very good solution to the problem.
That's exactly it; unfortunately my computer has very recently decided that uploading data is out of the question, so sending on copies of updated documents is a bit tricky at the moment. I noticed that the procedure said that you should inform the list when you make changes anyway, so I detailed the changes and my justification for making them to the list itself.
