OOo and the ECDL is an interesting topic - one I've given some thought to but haven't got as far as you.
Your biggest problem is the test sites. There are thousands of places you can go to take the ECDL tests with MS Office. I'm not aware of any for OOo in the UK (I heard there might be a few in Spain or Italy). There's no point at all producing OOo training materials if there's no-where for people to take to the test.
In my country (Romania) all workers in public administration are required to get ECDL (not sure if the deadline is the end of this year or the end of next year).
I know about the IT department of one city wanting to obtain certifications based on OOo but having no success in finding one training center offering such thing. The main excuse used: they have no training materials.
