They should be OOoTextBody paragraph style with the OOoNumbering or OOoBullets list style (as appropriate) applied to the paragraph style. That may not be the best way to do it, but that's how we have been doing it. However, it's also true that some people have not been doing this consistently.

Occasionally a sequence doesn't reset as it should, but no one noticed and fixed it. Those are definitely mistakes.

shouldn't we be embracing one of the features of this product: That it can handle bullets and numbers better than Word?

Yes, we are using, or attempting to use, this feature. We can probably use it better, and that's certainly worth doing, though retrofitting all the existing chapters at this point may not be worth the effort. Another item to add to the to-do list for the next edition of the books, I think.
