They should be OOoTextBody paragraph style with the OOoNumbering or
OOoBullets list style (as appropriate) applied to the paragraph style.
That may not be the best way to do it, but that's how we have been
doing it. However, it's also true that some people have not been doing
this consistently.
The Style Guide V2 also uses manual styles.
