* What if the user doesn't know his way around a file system? I'm not
confident that they would be able to find a folder outside

Well most users install into the default directory so I would approach
it from that direction. The best way to direct them to the templates is
from inside OOo. Have them go to Tools > Options > Paths > and you will
see Templates there which also shows the path.
