[authors] Sentences Style Capitalization

I'm new to the group, and I'm sure this has been beaten to death (although I can't find it in the archives), but what's with sentence style capitalization of titles? The style guide sites The Chicago Manual of Style; why not use proper capitalization, like the section Writing Style? I understand that sentence style capitalization is simple, but why dumb down the writing process? I've certainly never seen any real book with titles treated this way. Lou
