We have had a very collaborative way to work until now, so keeping
track of who is modifying what in the officially released version has
never occured to us as being a necessity. Now that there is a fork
that does not seem to respect some of the FLD provisions we have
become aware of our own problems. And trying to find solutions.
As others have suggested, working with the current copyright holders and
deciding on one license is probably best for the project.
I would also consider how you wish to distribute the document. For
example, if it is to be distributed with the software then you may wish
to take into consideration the license of the software and make them
compatible. Or if you wish the software and documentation to be part of
a larger collection of software, say a GNU/Linux distro, then you may
wish to look at their licensing requirements for any future packaging
for that distro.
Note: I'm not a legal professional. Just working through licenses for
other documentation for FLOSS.
