I second all of the above. If you'd like your documentation distributed with the software, consider license compatibility. For example, one day you may want to add a Help function to the software and copy and past bits of your manual into the Help. As for distribution with a GNU/Linux distro, consider talking to the Debian legal team. It is not easy to please the Debian legal team, but if you do, you can be very confident that you'll please every other distro. In addition, Debian legal is knowledgeable and helpful.
