I don't know the answer to your question, so the rest of this note is speculation.
Does this option become unchecked when you reopen the same document that was open when you set it? If so, it must be a bug.
It's possible that this is one of the settings that are only valid for the current docuemnt, even though there is no bracket (in current document) on that item. Or maybe you have to click the "Use as Default" button?
