This option even becomes unchecked after closing and reopen the
Options Dialog (OOo-dev 2.2). Seems definatlely like a bug. (I'll
search Issue Trake and file a new Issue if necessary).

Reading the spec (see issue 27349) , this option seems to be a per
document setting ( spec needs to be enhanced with a clear statement
about that). But at the moment, this works only for the default
template. Use the "Use as default" Button, close and reopen OOo -> new
documents will have this option enabled.
I'll file two issues for that.
