Sure, this could be :-(
Maybe Marko can tell something about this? He is something like our
"main administrator" for the website and knows pretty much about plone.
At the moment (and for me in general) it is a bad idea to use the private folders in the member area of this site.

One reason are the ugly proxy errors show in the members area several times (result of the hard coded restrictions as only method to get this site under the actual plone version more stable an resistent to spammers), the other reason is that all data in the member area will be lost if we switch to the new plone version. To get the main content to the new site is a hard enough and will take longer than planed by me :-(.

Another fact (more philosophical than technical): For me a 'privat' section on a community site makes no sense. Why? Keep in mind that this site is for community work an that's why it should be used to work together. All documents (also drafts) should be available for all volunteers to prevent double work. There is no (!) reason for personal folders on this site. If the content is confidential or related only to one person this site is the wrong place for it.

If there are reasons to prevent the public from drafts or other contents (like manuals for the use of the site) please use the folders in the main sections where the mangers can set permissions and the different document states provided by plone.

In fact the current problems on the members area are bugs as I said it before, but there are no time ore resources to fix it.
So please do not use the members area until we have the new site online.

Regards
Marko
