The rationale for the 14 points font is that the guides are meant to
be optimized for the screen rather than for printing, and in
particular we thought that 14 was a good font that allows to see two
pages of the guide simultaneously on the screen when the file is
converted to PDF. In OOo I set the zoom in book mode at 85% level to
display the two pages side by side (horizontal resolution 1280px).
This is also the reason why the inner margin is very small.

As far as I am aware there is no way to set the table vertical
alignment properties in the paragraph style. There is a very old
request to introduce table styles in OOo but I do not think it is a
high priority item.

I would like the table edge to be aligned with the margins. I think
that what you have seen is merely the result of copying & pasting the
table from version 2 of the guide to version3. I have just corrected a
similar occurrency in the getting started guide chapter I am
reviewing.

One thing that needs to be fixed in the template is the styles that
apply to numbered lists in tables. Unfortunately because of the extra
padding that OOo places in a table cell the alignment of
OOoNumberedTNC and OOoListTNC is messed up. TNC = tips Notes Caution.
