I have been trying to read the sections under:
        http://oooauthors.org/en/authors/userguide3/res3/
but when under:
        Instructions for reviewers
        How to Review
I click on "Style Guide," the URL:
        
http://oooauthors.org/en/authors/userguide3/res3/style_guide_V2.odt
comes up in my browser and nothing else happens.  The Microsoft circle
indicating a page is loading stops, but no page is displayed.  

When I click on "Writing OOo Guides" in the same area, I get a message
saying:

The item you requested does not exist on this server or cannot be
served. 

Am I doing something incorrectly, or am I possibly just in the wrong
place?

Just navigate and browse the entire English part of the Web site in 
order to get a feel of what's around. It's better that way anyways.
