A rework of list attributes was done in Issue 85347, which went into v3.0 somewhere. A bug-fix to it, Issue 93873, is new in m7 (RC2). Neither seems directly relevant to your observed problem, but you might try with RC2, to see if some benevolent side effect has made the problem go away.

If the cut-and-paste method fails, you might try pasting the troublesome text into a brand-new doc, created from the template. If the problem still shows, you have created an instant bug-doc, so file the issue. The developers can simply take the doc apart and look at the problem, something which is difficult to do for us mere mortals. :-)

If the new doc looks good, then the problem is probably in the structures of the old doc, and only something drastic will force Writer to rebuild those. Something like pasting the whole doc into a new doc, or a round-trip conversion, through *.pdf or *.doc formats. Of course, those cures have their own problems, and may well not be worth the trouble. OTOH, a quick try of these, to see if the original problem goes away, without necessarily saving the output, might be worth the trouble.
