 I had a section of numbered lists (123, abc, and i ii iii) in the
Introducing Base chapter I am writing. I had copied this section to a new
document and kept the numbering at this point. It also included a paragraph
prior to the numbered lists. I highlighted the entire document and turned
the numbering off on everything. I cut and paste special (Control+Shift+V)
into a new document which had been loaded with the styles from the OOo
chapter template. Then I used the style to renumber everything except the
first paragarph: it did not need numbering. I saved the file, closed the
file, and reopened the file. The numbering changes I had made using the
Restart Numbering icon were not retained. If Andrew thinks he can solve the
problems in this simple file (32.6 K), I would be happy to send it to him.

I am using the RC2 64 bit Deb from the OOo website.
