I found it!! /manage_access I have now created an Author role, with (I hope!) relevant permissions.I have assigned people to the Author role (those that are not managers or listed as non-Author for testing purposes).
Let's see whether Gary, Andy, and Janet can access the site now and do useful things like view, download, and upload.
