I just downloaded the latest OOo chapter template and opened it in
OOo. OOoHeading 0 is used for the chapter title information. I really do
not see the need for this paragraph style to appear in the Navigator.
(Personal opinion, perhaps?) Nor do I understand why the title of the
chapter needs to be listed in the TOC. Perhaps someone could explain
that to me.

Thanks, Dan. That's the way it should be. As you said, OOoHeading 0 (the chapter
title) should *not* appear in the TOC for a chapter, so it is not listed in
Tools > Outline Numbering, which I believe is where the Navigator gets its
information.
In the book template (which may be out of date, btw), OOoHeading 0 should appear
in the TOC, so it is listed in Tools > Outline Numbering and in the Navigator.
