In the real print-publishing world, the first page of a chapter/appendix
always is preset so as to begin on a recto (right, odd-numbered) page.
Is that what you referred to as empty pages? Whwenever a chapter ends on
a recto page, an accompanying verso (left) page must be inserted, so as
to allow the next page to be recto.
