it was!However, at this time I have to put forth a -1, because it is not something that was formally proposed before a call for vote.

as there were no replies (Steve said he'd comment but didn't....) I went ahead and did as I said I would do.
We can go through it again if you want. I'm kinda fed up with all "procedure" already though. Time- and effort-consuming, this "formalism".Can we go through a formal Proposal before a call to vote on this?
Paul specifically requested to limit that stuff, so I figured I'd limit myself :D If you feel like it go ahead though.I would also place the most current form of the proposal on the WIKI.
