The proposal thus has failed to be accepted under the needed Qualified Majority Vote, and hence it is not approved.
I would like to clarify one thing: one person stated the proposal at hand was not officially proposed before the call for vote. This is untrue, as the public avalon mailing list archives clearly show.

On a more personal note, I would like to take this opportunity to say that I find the current voting process formalized to the extent of utter sillyness. I've taken the effort to actually comply with the procedure as it was recently put in place, found it takes ages, and then it still leads to confusion as to the validity of the vote, and in the end it leads to just about nothing productive.
I really do think procedure should be dropped in place of guideline, and formality dropped in place of trust and understanding. I'm not going to pour much effort into that anymore at the moment though, frustrated as I am with this failed effort. I'll leave that to my more formally inclined PMC peers.
