If you want to see it that way. Jakarta-cactus has barely two active developers, and they are extremely responsive to either users and developers. Jakarta-log4j doesn't have much more. The Axis 'Who we are' page lists these folks:

If all of them are not active or interested any more, it looks as one more sign that the Axis community does not work.

Ok, I'm not trying to argue. I was asked the question further below and I tried to answer as best I could. I'm sure you cooperate between yourselves, but what I see from the outside is a complete lack of interest in anything but "null parameter does not work against .NET" messages.
