A voice from an user and non-committer: I am currently working on protocols and web services that can deliver data in different storage mechanisms including the good old tape to new gadgets. Needless to say i have trusted the software developed by this group for service oriented architecture.
When i contacted one of the members (Russell) some time back regarding AXIS development, he encouraged it (just like anyone in open development process has to do). If there was +1 in all issues, it would have also meant the group is not making rational decisions with proper discussions. I guess having an "active" committer list would encourage new members who might wrongly assume that there are already too many cooks. Its already doing a good job for us (users). Looking forward for even more better software, better development process or a better Axis.
