If you like, we can take this up with the XML PMC or the Apache board, but as a member of both, I can confidently state that it is not the intention of Apache to host projects which, by virtue of their dependencies, become suitable for development purposes only. The likely resolution would be the request for the expulsion of the xml-axis-wsif code. This being said, the resonable course of action is to take this as an issue which is being worked, and provide a grace period of, say, 90 days. In other words, either JROM needs to be provided under a suitable license (e.g., Apache Software License, IBM Public License, Common Public License), or the dependency from WSIF to JROM must be dropped or made optional, or the xml-axis-wsif cvs tree will be removed. Is this acceptable to all?
