I know that if you are part of the indexing effort with
familysearch.org, you can help index the 1940 census as soon as it is
released. I think they are going to start with the smallest states and
then expand so you can work on states you are more interested in.
Their goal is to have the whole census indexed 6 months after it is
released. I think that this indexing effort will be more accurate then
how ancestry.com is going to be indexing the 1940 census, because I
heard they are outsourcing the indexing work to India so they can get
it done faster and cheaper...however I think that there will be more
inaccuracies and inconsistencies in doing it that way rather than
having people here who may be more familiar with the names to do the
indexing. Anyone can create a free account on familysearch.org and
download the indexing program and start indexing. There are a bunch of
different types of records available now  (even some Portugal and
Brazil baptisms and marriages). Hope this helps.
