I am not sure what this was used for as it is a basic pickling, but it is 
not vinha dalhos.  Vinha dalhos literally translates to garlic wine and has 
a heavy concentration of freshly chopped garlic so I think that may be what 
is in the "mix".  In our house it would be the ingredients you have plus 
four or five chopped cloves of garlic, some spices like parsley, marjoram, 
and basil, and it would be used to marinade pork.  I wouldn't ever use it 
on fish because fish would take in all that vinegar pretty quickly and I 
can't imagine you would taste any fish.  The traditional fish of Portugal 
though is cod or blackfish as it is so readily available there and a major 
commercial crop.
