Hi Janet, Portuguese is my primary language. I looked quickly at the scan. .Tthe last page looks like it is missing as the text is not totally completed. It's about the military service in Madeira Island. Manoel wasn't in Madeira at the time he was required to show up for the military service. In Portugal military service is mandatory. So, whoever was writing the letter - there is no mention about the sender - was trying to give him advice on how to proceed at the Portuguese Consulate. If you want it translated, let me know.
