Thinking about this I would say they would have had to have papers to leave the Acores. If they had papers (a Passport) from the Acores why would they have to sneak in to the US at that time if you showed up and got through immigration you could get in no quotas required. Perhaps they were avoiding military service so they sneaked out of the Acores and not having a passport they had to sneak into the us. Perhaps they could not get through Immigration because of a physical problem.
