Correct. At the 4th to distant level you have 3% or less of the DNA of your common ancestor. No guarantee that ALL 4th cousins inherited that SAME 3%. So siblings could have inherited a different 3% from that particular Manuel and Maria.
Another reason why Dave asked for people to DNA test - to find a closer relative to help solve his Velma Cotta problem. She was someone's sibling or 1st or 2nd cousin. And descendants today have DNA from Velma's grands or greats. And they could help solve Dave's mystery.
