It is possibly a mere formality, but present day grammarians [see:]

יצחק אבינרי: היכל המשקלים

consider $IXVAH [no dagesh], LI$KAH [dagesh], and NI$KAH [dagesh] as  
belonging to the same MI$QAL. Also HEMIAH, XEBRAH, etc., punctuated  
with a segol.
