Personally, I'd rather see the BBC spend money on developing the archive and player, rather than developing and administering overly complex authorisation systems. You could spend a practically infinite amount of money trying to tie it down to UK only, but whatever method you use will see people finding ways of overcoming it - whether this is a premium for proxies with UK-based IPs, or a trade in un-IMP-registered TV license numbers on Ebay.
