I've worked on a number of BBC sites in a content capacity and I have to say the number of times just the sites I've worked on have re-published large numbers of pages (or elements of pages) with just micro-changes (sometimes not even visible ones, ie meta-data) is immense. So I would question whether a feed of all pages that have recently changed would be of much value, other than for statistical purposes. Unless you introduce ways of splicing or specifying within the dataset of course; then you could focus on areas that might get results that would of use.
