No luck with the current suggestions.   I viewed the
/etc/sysconfig/selinux file and "SELINUX=disabled" was set and had been
for some time now so I don't think it is SELinux causing the problems.  As
suggested I did 
# setenforce 0   
then restarted the httpd service and backups are still not listed in the
Backup Summary.  

In addition I do have perl-suidperl 4:5.8.8-10.i386 installed.  

Hmmmm... frustrating...  Any other suggestions?  Thanks for the help
everyone.
