If you are running mod_perl, then the setuid can't take effect and you 
have to run the whole httpd process as user backuppc (this may break any 
other web sites that share the machines) - or make the backuppc area rw 
for user apache.  If you are running as a cgi, make sure the program is 
owned by backuppc and has the suid bit set.
