Well thank you everyone for your input but after all your suggestions I wasn't able to get BackupPC to work in "Standard" mode. My solution to get it working was to install a new instance of Apache running on port 88 with the "mod_perl" method from the documentation. I can now see my backups in the Backup Summary of the web interface. BackupPC is working great now.
