The Baha'i Studies Listserv I guess that depends on how you define Covenant breaker. If by this you mean only those who have been officially declared Covenant breakers by the Universal House of Justice (which would be the technical definition) then they probably number less than a hundred. If by Covenant breaker you mean all those who follow a declared Covenant breaker such as the various Remeyite groups then their number grows to maybe one or two thousand. Yes, most countries have none. The largest Remeyite group in the US only claims about thirty members here.
