If the nature of the association is following the beliefs of the Covenant breaker then yes. I think one difference is that when one is declared a Covenant breaker Baha'is cannot associate with them even after they give up their claim unless they have been readmitted into the Baha'i community. The same is not true of non-Baha'i former followers.
