I'd say the concept of a New World Order was never a plot. Wilson first articulated the concept in his Fourteen Points and call for a League of Nations. It was therefore an anti-imperialistic ideology. George Busch Sr. turned the concept on its head by using it to refer to cooperation among the major powers to secure their access to resources in the Third World. Both of these concepts, as well, as the Baha'i one do not constitute conspiracies. NWO conspiracy theories are ultimately rooted in the right-wing evangelical interpretation of Revelation wherein the Anti-Christ (who isn't even mentioned in Revelation) is thought to bring about world peace.
