I would be careful about using this one. If I recall correctly the person
Shoghi Effendi is referring to here was a Covenant breaker.

I'm kind of doubting this. It seems implied that the error of that person was only related to a monetary issue, which would not make one a Covenant-breaker. Furthermore, Shoghi Effendi recommended that person be contacted by a Baha'i. I don't think Shoghi Effendi would have recommended this of a Covenant-breaker, and civil authorities could be contacted instead. The "forgiveness from God" isn't connected to Covenant-breaking.
