Susan is correct in this. The individual referred to is Joseph Perdu. there are references to him on page 254 of Unfolding Destiny and pages 275, 286 & 323 of Messages to the Antipodes.
He also spent time in South Africa and was responsible for bringing a large contingent of the so-called "Cape Coloured" muslims of Capetown into the Faith. We have met several individuals who were taught by him and who loved him dearly. When I queried the House of Justice in 1998 about his efforts to re-enter the Faith, I received this reply. "The Universal House of Justice has received your E-mail message of 15 June 1998 and we have been asked to respond. "For your information, Mr. Joseph Perdu, also known as Abdu'llah Fadil, was, because of his direct disobedience to the Guardian, expelled from the Cause of God. He was, nevertheless, able to lead many souls to the Faith. In later years he expressed repentance, but his death occurred before consideration of these expressions had been completed at the Bah�'� World Centre.
