as Commissioner of Public Safety I must protest against using prisoners as
soldiers!
If they gain a leader what will stop them from rising against our own
troops with the weapons we supplied them. The security measures needed
would cost more then their use. Better to hire mercenaries, at least you
know they dont turn traitor until they're paid.
I suggest ransoming back all prisoners of name. This will increase the
revenue of France allowing us to raise more and reliable troops.
As Commissioner I am more then willing to take this function upon me until
a more appropiate person has been found.
Those whose families are too poor to ransom them I suggest sending them
to the colonies where they can work as indured servants and regain their
freedom after working for France for a period of let's say 10 years.
I think that this is better solution to this problem instead of the idea
to give weapons and training to the enemies of France...
