His Grace Major Duc Defenseur de Cieux, King's Musketeers, His Majesty's
Minister of Transportation, to
His Excellency Brigadier le Duc Axel von Fersen, Cardinal's Guards, His
Majesty's Minister of State,
Your Grace,
I can see your points about using these men for Canon Fodder per say but I
must offer opposition on this. If these men are sent to fight I will loss
my largest part of the work force that I use to build and rebuild Frances
roads. With the way that supplies cost for road construction taking away my
free labor force will cut down my ability to get the job done. I will be
left with two options. One request a huge increase to my budget in order to
be able to higher a new work force or option two. Cut back on how much work
we have going on. In my opinion option two will hurt France far more than
option one. When I took over this position our infrastructure was in such
disrepair that it was amazing that any type of commerce was able to go on
between cities and towns. Never mind getting supples to our front lines.
My first order of business was to repair or in some case build roads
connecting our main cities and towns. Since this under taking has started,
by the reports I receive so far, travel has increased by over 30 percent in
just a few months. By taking away my work force all that has been
accomplished will be lost with in six months to a year. The current monies
that are budgeted for workers would not be enough to just maintain the roads
we have repaired so far.
Once again your Grace I advise against this action.
In the service of the King,
Duc Defenseur de Cieux
Minister of Transportation

>as you all know France has been at war with several other nations during
>the last decades. During this time we have been quite successful and we now
>have several thousands prisoners of war. These men are often used to dig
>canals or other kinds of hard labour. For some this is indeed the only
>activity they are suited for, but for others this is both humiliating and a
>waste of resources.
>
>For these prisoners, mainly nobility or experienced soldiers, I have an
>idea that I would like to hear your opinions on. The idea is that these men
>could earn their freedom by fighting for France! We could set up a number
>of regiments, ethnically divided by nationalities. These regiments would
>then serve in our wars against our enemies and after a period of 10 years
>they would be free to either continue as free men in our armies or go home
>to their own countries. Many would probably stay and new prisoners could
>fill the positions of those who choose to leave.
>
>Of course regiments such as these could not be trusted in the same degree
>as our own regiments but there is always a need for "canon fodder" so to
>speak. It is also of vital importance not to let these regiments fight
>against their own countrymen but since we are often at war with several
>nations this would not often be a problem.

>This will we one point on the agenda for january. Please send your comments
