These foreigners are so selfish the idea that future prisoners might not
be allowed to go is no reason for them not to immediatly run back to their

And allowing captured mercenaries to work for us is only an incentive for
mercenaries to work for foreign powers since they know they have nothing
to fear from us. Send them of to the colonies and mercenaries will not be
so eager to fight us, at least demaninding more money thus depleting the
foreign treasuries (while using them as a workforce in the colonies will
increase our own revenues).

Again as your Commissioner of Public Safety I must protest against arming
the enemies of France, even if they are captured.
