The second option - it's very easy to forget to put the right tag, we don't always separate the threads well, and some mailers break the threads which tends to send lots of duplicate notifications. We could improve things by policing more the ML, but at this stage I don't think it would be good to ask everyone to remember the right tags and make those who post rarely hesitate even more before posting because they are not sure if it fits the rules. I'd rather spend 15 minutes every week or so describing what's happening and providing the right links - aside from the issues described above, the personalization will make it more efficient, and "blogging" is a good habit to take.
