It's subjective - ratings are more a way to get a point across and get a
discussion started than really a grade.

It's 360 yep.

The final rating is the reviewer rating - the self and community ratings
are elements that the reviewer takes into account in his grade, but the
final word is on him. Of course, if the reviewer does a good job, the
final grade should reflect the discussions and opinions of the different
people involved in the review process.

Yup - please feel free to add it. We'll also probably progressively
adapt it when we actually use it.

Which makes me think of the next steps:

     1. Finish defining the recurring contractor status and criterias,
        that is linked to the review process
     2. Write a job description for all recurring contractor positions
     3. Define project objectives for the next 6 months
     4. Then get the first round of review process started

Still quite some work to do, but it will be really worth it imho.
