My method is to develop included content within the original html
document so I have full use of all BBEdit html tools, syntax checking,
etc. When I get this content whipped into shape, then I cut it from
the original page, save it as an included file -- using New Document
with Clipboard :-) -- and then insert the appropriate include
directive into my html page.

Alternatively, you could develop the included content in a standard,
stand-alone html document and then strip away the doctype, <html>,
<head>, etc. when the content is ready to go.
