I have it set as the default (in Preferences), but I've also checked the
toolbar pop-up, too.

And I think that that is my problem. There are no tags, so it can't figure
out what is allowable and what isn't. So rather than giving the "Insert
Tag.." menu and letting me put anything in, it opts to not display that menu
item.
I'll look into the use of a glossary. I don't know what that is, so I don't
know if it will be useful to me or not.
